If your outer cover only has 8 holes the 9th simply isn't used. Made to fit FX models it has the shifter shaft hole. THe reinforced webbing casted in makes this inner primary very strong. The outer surface is chromed. There are no physical defects, such as cracks or holes, there will be cosmetic imperfections only. Holes, tapped openings and bearing holes may have to be clearanced or tapped for kit.
